Identification of the challenges of the agricultural extension system of Iran

The purpose of this Delphi study was to identifications of the challenges of the agricultural extension system in Iran. The Delphi technique is effective in obtaining consensus among a purposively selected group of experts. Researchers believe that the reliability is greater than 0.80 when Delphi group responses numbered greater than 13. The population of the study consisted of 22 faculty members in five agricultural extension universities (Tehran, Shiraz, Zanjan, Kermanshah, and Zabol) that comprised the Panel of experts for the study. The panel identified 31 important challenges in agricultural extension system. The researchers set the agreement level a priori at 80%. Any item which did not receive approval from 80% of the panel respondents was removed from the list of characteristics. As a result, 23 characteristics remained that were categorized into the six categories human factors, structural factors, rules and regulations, budget and finance and management factors. Also, the results indicated that a majority of identified challenges beyond to structural category (with 6 challenges), human factors and cultural and communicational factors (each one 4 challenges).
