Evaluation of Public Participation in Urban Environmental Management Using the SWOT Analysis

Abstract

The present study aimed to response the three main questions as follows:

 1-What level of participation, intervention, monitoring, and performance of citizens in urban management should be done to provide both sustainability, safety and qualitative improvement of the urban environment, as well as the formation of a growing urban economy, given the importance of policies effects in local government?

2- How do citizens participate in the universal monitoring system in the process of programs, planes, edits, and implementation of public policies in the economic, social, political, cultural and environmental fields?

3- How does the universal monitoring system apply the principles of “transparency" of accountability and empowerment to citizens, in order to ensure the effectiveness and efficiency of fulfilling the basic needs of the community, the realization of justice, security, and sustainable development of human resources and ultimately the preservation of the environment?

The statistical population of this study was selected from the councils of 22 districts in Tehran among managers, senior experts, and citizens by a systematic random and cluster sampling method. The researcher-made questionnaire (95% reliability) was designed and distributed by a 5-degree Likert spectrum. Then, the strengths and weaknesses, opportunities and threats were identified using the SWOT analysis. The significance level between options was determined using Spearman correlation coefficient and Pearson correlation coefficient.
