Investigating the role of international decency as a legal norm in the globalization of rights

Abstract
One of the effects of globalization on the rights is the change in the process of creating legal norms and the entry of new governing institutions into the realm of rights. Factors such as the internationalization of rights, the globalization of the economy, and the crisis of democratic legitimacy of the state have contributed to the combination of legal founders. Still, the government is one of the most important legal actors, but institutions such as civil society and the private sector have also made significant contributions to this process. The activism of these pillars, which are made up of citizens, but considered to be non-selective and non-democratic in the traditional sense of the term, once again transformed the legitimacy of legal rules in the age of globalization into a fundamental challenge in the context of globalization of law. On the other hand, the basic question is how to divide the competence of legal creation between old and new claimants. Truth is the way people interact with each other in everyday life. But in the international arena, these behaviors, of course, are taken into consideration among states, rather than individuals. In fact, some of the behaviors have come past boundaries and have been accepted as an international virtue, and are roughly the same in the international community; a set of these behaviors has been introduced as the code of international behavior. The present research is descriptive-analytic and the method of data collection is based on library studies.
