A Win-Win Strategy for Public-Private Partnership in Infrastructure Projects

Sustainable procurement of infrastructures is of utmost importance for societies. Public sector lack of efficiency and financial resources encourage the use of a win-win strategy for partnership with the private sector to assure and protect the interests of both sides. Such a strategy requires a multi-objective perspective, especially because the interests of public and private parties may conflict to some extent. While several works have been performed to develop Public-Private Partnership strategies, no one has secured a systematic and sustainable approach. In this research, the authors present a multi-objective decision making framework that tries to optimize the net benefits of both public and private sectors. The proposed approach considers important factors that have inverse consequences on the net benefits of public and private sectors (such as the product sale and tax). It also takes into account the social and environmental benefits and costs to guarantee a sustainable infrastructure procurement. Future research is suggested to derive the mathematical program and implement the proposed strategy in a realworld case study.
