Opportunities and challenges of private sector involvement reform program Health - University of Medical Sciences Ardabil experience

Background: Due to the inevitable and necessary requirements momentum at the start of the implementation of healthcare reform, medical universities, especially in disadvantaged areas, due to shortage and lack of infrastructure, challenges and constraints on full implementation of the plan and provide optimal services to needy patients face. in the development plan, private sector participation is considered an important issue, and now, the majority of public hospitals in accordance with the provisions of the plan, required for complete coverage and optimal patient services, especially in the referral chain,This study aimed to explore the opportunities and challenges in partnership with the private sector in the development plan, in 10 public hospital and medical university clinic was conducted to assess the views of Executive Directors, the proposals for reform and overcoming obstacles, opportunities arose, for use in planning, correct the deficiencies, and help promote and improve the health centers will be available.
Methods: In the present study, methods, content analysis is a methodology. The process of gathering the data consists of 40 semi-structured interviews with heads, managers, office managers, nursing and medical university hospitals was 10 finance officials. In the form of purposive sampling and continued until data saturation.
Discussion: Information and documents in hospitals, the percentage of services with private sector participation was buying service, respectively; laboratory services 12 private center, shooting 8 private center, a center of nuclear medicine, physiotherapy 2 private center, radiation, a private center, angiography and angioplasty in a private clinic, a total of 30 centers have been private. Among the mentioned laboratory services, including laboratory diagnosis and treatment and ultrasound is highest.hospitals, diagnostic and treatment facilities developed in partnership with the private sector. Challenges, rules and regulations, insurance and tariffs, lack of adequate supervision on the private sector, the government approved the hospital costs than tariffs, especially in the private sector exclusively in deprived areas, dependence on hospitals and the difficulty of changing service supplier working conditions special.
Conclusion: This study showed that the implementation of health reform program, thereby increasing the level of participation by the private sector by government hospitals of Ardabil. This has given the opportunity for survival measures taken by policy makers and administrators, in order to benefit from the capabilities of the private sector, should consider the interests of the sector, to solve problems such as laws and regulations, changing attitudes and culture of a health-related organizations, taking into account the circumstances of each region with the aim of sharing and use of best practices in the world, to choose the successful models and training techniques effectively implemented, apply.
