Civic Participation in the Urban Management Based on the Indices of Good Urban Governance

Today the structure of urban governance in societies is fashioned in a way that the main authorities who are the people and citizens, could have the most participation and supervision in making the policies and the decisions; and the more effective this area is, the more prominent the roles will be. For different reasons, in Iran, the elements and the principles of governance are not well structured, and the already formed structure itself has been an obstacle in achieving good urban governance. Since participation in good governance, like other topics is only considered theoretically and symbolically in the structural political and executive subjects, and the prevailing idea is centered around the fast growth of the fundamental scientific works, we need a closer attention to the structural obstacles in the way of achieving real participation in the form of practical and basic researches. Moreover, it is obvious that enabling the citizens in the direction of organizing the metropolitan Tehran could be a missing chain in the disorganized urban management, the failing of which we have witnessed for so many years despite the tremendous sums dedicated for implementing some projects, due to the lack of public participation and reception. The aim of the present study is to evaluate the civic participation in urban management based on the measures of good urban governance. The study is practical and developmental with regards to the goal, and descriptive-analytical regarding the method. To collect data, the library/documentary method was used. First, evaluating the texts on civic participation in the urban management and good urban governance, we reached a general estimation. Then, for accurate assessment, the domestic and foreign articles on civic participation in the urban management and good urban governance were extracted and studied. Following that, by studying the resources, some elements of good urban governance and the quality of its relationship with the civic participation in the urban management and good urban governance were discussed.
