Today, given the transition from traditional to knowledge-based economy, business environment has increasingly become complex and turbulent and in order to create value in the market, to gain a sustainable competitive advantage, to survive and progress in that market, companies should improve the change management in their organizations and human resources. In the present era, dynamic and rapid developments has caused strategic human resource management to be considered as one of the increasing value of resources of companies and as a strategic lever for the business performance and continuous innovation of the company. Human resource is the most precious organizational resource for blossoming talents, creativity, innovation and continuous access to the high and excellent performance of the organization and in fact, human capital is considered as the foundation of change in the performance and dynamics of organizations. Strategic human resource management includes comprehensive, innovative and developed foresight in supplying human resources in the organization, rearing and improving it, providing the quality of acceptable work life for it and finally appropriate and effective application of this strategic resource by applying effective and influential aspects of internal and external environment of organization in line with strategies for fulfilling the mission of the organization. Most of the research conducted in American, European countries etc. experience have shown that to create the organizational effective alignment and consistency in the development of knowledge, skills, workforce skills, creativity and organizational innovation and achieve competitive advantages etc., the necessity of developing strategic human resource management in the organization is essential and vital and has become as a serious commitment for countries, an index in the developed countries, a type of valuable source for achieving competitive capabilities in the world today and as one of the major challenges facing managers of organizations in the international business.
